Hongkong Harbour

Last year we were asked by the Secretary of State for
the Colonies to advise in regard to the general policy to be
adopted in the development of Hong Kong Harbour. We have
had this question under consideration for some months and
have given the Secretary of State certain of our interim
conclusions.
In view of the present situation in China, we
have not as yet embodied our final conclusions in a formal
Report.
A point has now arisen as to the dredging of the harbour
on which we are asked to furnish our immediate advice. This
comes before us in telegrams dated 5th and 23rd March, 1927, (see Appendix I) from the Governor of Hong Kong to the Secretary of State in regard to the Kaitak Reclamation
Scheme. The time allowed to us has been short, but we
have had before us the answers of the Consulting Engineers
to the Hong Kong Government to certain questions which have been addressed to them at our suggestion by the Colonial
Office. We append the correspondence to this Report
(Appendix II).
We understand that it is proposed to place an aerodrome
on the land which is being reclaimed at Kaitak at the head
of Kowloon Bay. The scheme hitherto contemplated has been
to obtain the filling material for this reclamation from the neighbouring hills at a cost of $738,000 (£73,800) spread over a period of 3 years. The proposal put forward in the
Governor's telegram of 5th March is to obtain the necessary material from dredging in the harbour at a cost of $1,491,000 (£149,000) but in a period of only 13 years.
It is further
indicated that a firm of Dutch contractors has been at work
at the neighbouring Portuguese port of Macao, and that the foregoing price contemplates the removal of plant from Macao to Hong Kong, the firm in question becoming the contractors
for the dredging.
